The pillow cover shall consist of either one or two panels of sheeting. When one panel of sheeting is used, the panel shall be folded along one edge and then heat sealed along the two side edges. When two panels of sheeting are used, one panel shall be superimposed upon the other and the appropriate three sides of the cover shall be heat sealed. As an alternate, pillow covers made of vinyl-nylon laminate may be stitched.
A plastic flap of non-rigid vinyl plastic or vinyl-nylon laminate shall be located near one end of the cover. The flap shall be long enough to permit the open end of the cover to be adequately closed after insertion of a proper size pillow.
All heat sealed shall be continuous, uniform, and neatly made and shall not weaken the basic material. The width of each heat seal shall be a minimum of 1/8 inch. The strength of the bond shall be not less than 65 percent of the tensile strength of the sheeting when tested as specified.
All stitched seams shall be stitched with a minimum of 5 stitches per inch using a suitable cotton or synthetic thread. Stitched seams shall have a breaking strength of at least 20 pounds per linear inch for nylon laminate, and not less than 65 percent of the tensile strength of the vinyl plastic sheeting when tested. All seams shall be straight and uniform, and made so that edges of the sheeting are on the inside of the finished cover.
The pillow cover shall be free of cuts, tears, pinholes, or thin areas. The cover shall be free of oil, grease, dirt, or other contamination.
Workmanship. The pillow cover shall be free from defects which detract from its appearance or impair its serviceability.
Unit. Each (EA). One cover, as specified, constitutes one unit.
Quality Assurance Provisions.
Responsibility for inspection. Unless otherwise specified in the contract or purchase order, the contractor is responsible for the performance of all inspection requirements as specified herein. Except as otherwise specified in the contact or purchase order, the contractor may use his own or any facilities suitable for the performance of the inspection requirements specified herein, unless disapproved by the Government. The Government reserves the right to perform any of the inspections set forth in the specification where such inspections are deemed necessary to assure supplies and services conform to prescribed requirements.
