3.4 Design and construction. The design and construction of the mattress shall include all materials and processes necessary to produce a functional, durable, attractive finished mattress meeting the requirements stated herein and specified in the contract or order. The four corners of the mattress shall be firm, well padded and slightly rounded.
3.4.1 Cover construction. The top and bottom panels of the splices. Stripes, when used, shall run lengthwise of the mattress. The ticking for the side panel shall match the top and bottom sections of the mattress cover and shall be made of not more than four pieces of ticking with the ends spliced together and any pattern well matched. Any splice shall fall at the middle of a corner of the mattress.
The edges of the cover and side panel ticking shall be joined within the fold of flame resistant or smoldering ignition resistant edge binding tape. The binding tape shall extend completely around both edges of the mattress. No more than 3 pieces of tape shall be used on each border edge, not including normal bias splicing.
3.4.2 Batting distribution. The batting shall be distributed in unbroken laminated sheets of uniform weight and thickness.
3.4.3 Mattress construction. The ticking cover and layers of batting shall be locked together and shall not shift when the finished mattress is used. Innertufted mattresses mat require the use of tufting support fabric to properly anchor the filling materials. If tufting support fabric is used, the fabric shall be flame resistant cotton.
3.5 Flammability. The mattress shall meet the following flammability requirements.
a) California Technical Bulletin #129, Flammability Test Procedure for Mattresses for Use in Public Buildings.
b) CFR 16, Subchapter D, Flammable Fabrics Act Regulations, Part 1632, Standard for the Flammability Mattresses and Mattress Pads (FF 4-72, Amended).
3.6 Labels. Each mattress shall be labeled for fiber content according to the Rules and Regulations of the Textile Fiber Products Identification Act and shall conform to the legal requirements of the state of manufacture. The label information may be combined when allowed by state law.
3.7 Workmanship. The mattress shall conform to the quality of product established by this commercial item description and shall function as a comfortable, durable, sleep mattress and shall be free of any defect affecting appearance, function, or serviceability.
