1/The washing and drying conditions for dimensional change shall be as prescribed, except that 0.015 percent available chlorine of total volume shall be added, and a VA approved antichlor shall be used to remove residual chlorine.
2/ Permanent Absorbency Test: The blanket must demonstrate an average wetting time of twenty (20) seconds or less when tested under the criteria specified in AATCC Test Method 79. Absorbency shall be permanent for the “life of the blanket” for testing purposes shall be deemed to be 200 “normal wash” cycles. For purposes of this test, a “normal wash” cycle will be as specified in AATCC Test Method 130, Sections 3,4,6 (washing procedure 1) , except that the amount of detergent shall be reduced to 20 grams since no oils or stains have been introduced. To prevent skewed results due to detergent buildup, the last three (3) normal wash cycles of each series (i.e., 8, 9, 10, 18, 19, 20;... l98, 199, 200) will be run without adding any detergent. Initially and after each series of ten (10) wash cycles, the absorbency shall be checked on each of the removed samples per AATCC Test Method 79 as described above. Testing may be stopped after the samples have failed the absorbency test three consecutive times and the samples should be recorded as failing to meet requirements. The samples must meet the absorbency test on 18 or more of the 21 tests.
The issue of each Standard, Specification, or Test method in effect on the date of solicitation shall be used to determine compliance with the requirements of this commercial item description.
The finished blanket shall be a minimum of 66 inches wide and 90 inches long. Non-selvage edges shall be hemmed with polyester sewing thread. The hem shall be sewn with stitching class EFb-1 and stitch type 401 or 501 in accordance with FED STD No. 751. The finished hem width shall be a minimum of 3/4 inch with a minimum turn under of 1/4 inch. There shall be 6-10 stitches per inch, and the thread shall be a commercially available color that is the closest to the color of the blanket. Each blanket shall be labeled, ticketed, or invoiced for fiber content in accordance with the Rules and Regulations under the Textiles Fiber Products Identification Act.
