3.3 Construction. The pillowcase or headrest cover shall be fabricated from one or two pieces, at the manufacturer’s option, of nonwoven fabric with all seams formed along the edges of the pillowcase or headrest covers. The design shall be a slip-on envelope type with one open edge along width dimension.
The back height of the headrest cover shall be 6 inches (15.2 cm), minimum, and 8 inches (20.3 cm), maximum. The corners shall be rounded with a radius of 3.75 + 0.25 inches (95.3 + 6.1 cm).
Seams shall be sewn, glued, or fused and shall be straight, uniform in width, neatly formed, and free of wrinkles. No seam allowance shall exceed ½ inch (1.3 cm) in width when measured from the inner edge of the stitching, glue, or fuse line to the outer edge of the piece. There shall be no seams, other than the edge seams, on the front or back of the pillowcase or headrest cover.
Thread and stitching used in sewn seams shall conform to standard commercial practice for this product. Thread color shall match the color of the fabric. There shall be no loose or untrimmed threads.
Glued or fused seams shall conform to standard commercial practice for this product. All seams shall adhere securely throughout the entire seam area and shall be stronger the joining fabric when separation by hand is attempted. There shall be no excess glue and no pronounced discoloration along the seamed are.
3.4 Workmanship. The finished product shall be soft to the skin, shall have no objectionable odor, shall have no objectionable cracking sound or noise when the head is rested upon the pillowcase or headrest cover; and shall be clean and free from breaks, tears, holes, uneven or ragged edges, loose or untrimmed thread, needle chews, open seams, wrinkled seams, spots, stains, streaks, lint, or other defects which would affect the function, serviceability, or appearance of the item. Pillowcases or headrest covers from the same lot shall be uniform in texture, softness, color, and general appearance.
3.5 Measurement system. The values stated in inch-pound units are to be regarded as the standard. The values stated in parenthesis are for informational purposes only.
3.6 Metric pounds. Products manufactured to metric dimensions will be considered on an equal basis with those manufactured using inch-pound units, providing they fall within the tolerances specified and all other requirements of this document are met. If a product is manufactured to metric dimensions and those dimensions exceed the tolerances as specified in the inch-pound units, a request should be made to the contracting officer to determine if the product is acceptable.
3.7 Regulatory requirements. The offeror/contractor is encouraged yo use recovered materials to the maximum extent practicable, in accordance with paragraph 23,403 of the Federal Acquisition Regulation (FAR).
4. QUALITY ASSURANCE PROVISIONS
4.1 Product conformance, the products provided shall meet the salient characteristics of this commercial item description, conform to the producer’s own drawings, specifications, standards, and quality assurance practices and be the same product offered for sale in the commercial market. The government reserves the right to require proof of such conformance.
5. PACKAGING
5.1 Packaging, packing, and marking. The preservation, packing, and marking shall be as specified in the contract or order.
